The answer is that they are issued to "tap" so typical auction without affecting the other hand, government bonds, and equal, ie 100% nominal value. I add that you can sign in dematerialized form or as a paper document and have a maximum duration of 20 years. Are exempt from inheritance tax and are issued by the Deposits and Loans, guaranteed by the Italian State (which is available at post offices).

There are no fees and expenses and to sign up after the first year, in case of early repayment, in addition to the subscribed, they also take the interests.
