The acronym Neet (Not in employment, not in education and not in training) in Italian means young people (between fifteen and twenty-five) who do not work, do not study and are not included in any vocational training.
Right in the current year, the European Union will start the program reserved for them "youth guarantee" to invite all Member States to provide them an opportunity to work / internship or alternatively a training course, within four months of leaving school or the beginning of the period of unemployment.
Italy holds the record for number of NEETs among the major EU countries and for which the said program provides a financing 1,5 billion Euros in two years.
But who are the Italian NEET?
The answer comes by Istat that at the end 2013 informed the MEF that Neet young people were about 2,5 million, of which 51,9% female and the 48,1% male and mostly concentrated in the South. At the Ministry have studied the phenomenon that sees, for women the main reason for inactivity and family needs (including the maternity), for all other age and qualification (source paper Italian Job - Company of the MEF).
There are four typological groups used to the Ministry in order to better identify the reasons for inactivity correlated with the three first such: "Jobseekers", "Unavailable", "Disengaged" and "opportunity seekers".
From Italy Jobs said that the four dimensions of "Neet Status" break down the pool of reference based on heterogeneous reference conditions, but most allow you to limit the audience of those who "actually" would be available to work.
Conclude the paper by stating that within the audience of Neet inactivity is mainly due to the lack of opportunities (60%) while in four cases out of ten is voluntary.
