The Agcom, Communications Regulatory Authority is an independent Authority currently chaired by Dr. Giacomo Lasorella. The founding law (249/1997) entrusts the Authority with the dual task of ensuring correct competition between operators on the market and protecting the consumption of fundamental freedoms of users.
This is the need to have mechanisms for all online platform providers age verification, establishing that minors have the right to a higher level of protection from content that may harm their physical development, mental or moral.
The system proposed by the Authority involves the intervention, for providing proof of age, of certified independent third parties, through an age verification process that involves two logically separate steps: identification and authentication of the identified person, for each session of use of the regulated service (that is, the provision of pornographic content, gambling and betting via website or web platform).
